General Licensing Terms

  1. Department of Cannabis Control (DCC): The agency in charge of commercial cannabislicensure at the State level.
  2. Department of Cannabis Regulation (DCR): The agency in charge of commercial cannabis license at the local level.
  3. Phase 1: Existing Medical Marijuana Dispensaries (EMMD) that were operating a medical marijuana dispensary prior to the passage of Proposition M in 2017. These businesses could apply for Temporary Approval given they met the requirements under LAMC 104.07 and 105.03.
  4. Phase 2: Businesses engaged in non-retail medical marijuana activities prior to 2016 could apply for Temporary Approval for the same activity they were engaged in prior to the passage of Proposition M in 2017. Additionally, these businesses were given the opportunity to get verified as a Social Equity Individual Applicant.
  5. Phase 3, Retail Round 1: Restricted to only verified Social Equity Individual Applicants. Businesses could apply for the retail storefront activity.
  6. Phase 3, Retail Round 2: Restricted to only verified Social Equity Individual Applicants who were selected as part of the lottery process administered by DCR. Businesses could apply for the retail storefront activity.

Common Record Statuses

  1. Abandoned: The record was abandoned and is not eligible to refile.
  2. Abandoned - Refile Eligible: The record was abandoned and is eligible to refile.
  3. Additional Info Needed: Additional documentation and/or materials are required for DCR staff to move the record forward.
  4. Denied (Related to PREAPP or MOD): The record request has been denied.
  5. Deprecated: The record has been closed out.
  6. Eligible for Processing (Related to PREAPP): The record has passed Land Use Review and is eligible to proceed to an application.
  7. Eligible for Renewal: The record is eligible to be renewed for the upcoming calendar year.
  8. Executive Review: The record is pending review by executive management and/or the legal team.
  9. License Issued: The record has received annual license approval by the Cannabis Regulation Commission, passed their final inspection, and has been issued their Annual License.
  10. License Revoked: The record’s Annual License has been revoked.
  11. License Suspended: The record’s Annual License has been suspended.
  12. Local Compliance Underway: The application is being processed.
  13. Mod Requested: A modification to the record has been requested through Accela.
  14. Rejected - Ineligible (Related to PREAPP or MOD): The record cannot be processed as submitted.
  15. Submitted: Payment has been submitted and processed, and the record is pending review by the DCR Analyst.
  16. Temporarily Approved: The record is able to operate, provided they have their State license, while they wait to receive their annual license.
  17. Waiting for Payment: There are outstanding fees on your record that must be paid before DCR staff begin work on processing the record forward.

Operating Statuses

  1. Non-Operational: The business does not have temporary approval and therefore is not allowed to conduct business.
  2. Temporary Approval: The business has temporary approval and therefore can conduct business.
  3. Operating Permit: The business has: 1) received their Annual License from DCR; 2) received their building permit and/or certificate of occupancy from the Los Angeles Department of Building and Safety; 3) received their Health Department Permit from the Los Angeles County, Department of Public Health; and 4) passed their final inspection with DCR.
  4. License Suspended: The Annual License has been suspended and therefore operations must temporarily cease until the Annual License is reinstated.
    • Potential Reasons for Suspension: Compliance issues, past due balance with the City, etc.
  5. License Revoked: The Annual License has been revoked and therefore operations must permanently cease.
